Though we don't yet have confirmation of the current status of the time-traveling android Hourman, it appears that the power levels of this being have in fact been drastically reduced. Although the observation team is not sure at this time how this occurred, we suspect that Hourman voluntarily limited itself, likely at the urging of "Snapper" Carr, former mechanic for the original Justice League. We suspect that Mr. Carr passed on his so-called "philosophy" to the gullible machine.
We suggest reducing Hourman's current threat rating significantly. Given its part in the "JLA One Million" incident, however, its potential threat rating should remain unaltered.

Subject: So-called "Magic Powers"
I have dedicated my life to the exposing of claims of paranormal activity as nothing more than either charlatanry or the misinterpretation of bonafide metahuman abilities. To paraphrase Sir Arthur C. Clarke, Magic is simply meta-science misinterpreted. We know that beings such as Superman are capable of god-like acts but we also know that such beings are not gods. It is my contention, proven through years of meticulous research, that any so-called magic power is simply a definable, quantifiable metahuman power and that so-called divine beings, whether gods, angels, devils, or demons, are simply as-yet-unresearched classes of meta-beings.
I am writing in protest of the exclusion of my work from this report. By choosing to exclude my research, the cyclopedia 4182 has prepared is incomplete and leaves the D.E.O. unable to fully deal with the threat posed by so-called Magical Forces.

Subject: Dr. Thirteen
Sorry guys. I know another division is working on the subject of magic but I need to include some of Dr. Thirteen's work here for a couple of reasons. The main reason is, while I was reading his report, I found some metahuman abilities that are not easily categorized under the other sections of my report. Dr. Thirteen may be a fanatic when it comes to the topic of magic but he raises some valid points. While his report and mine overlapped in many areas, he did bring up some abilities I had missed while engaged in my own research. While I have incorporated aspects of Dr. Thirteen's research into the main text, I found some powers not otherwise covered. Those are included here.
